「ホールも楽器の一部」との基本理念から、演奏会場も音響の良いホールを求め、東京を本拠地としつつ、国内外の名ホールを訪ねる演奏旅行なども企画し、幅広い地域との交流を行っている。1976年、立教大学交響楽団OBにより、合唱団の依頼に応えるかたちでヘンデル《メサイア》祝祭オーケストラとして結成。1979年に初の主催演奏会を開くにあたり、門戸を広げ、一般の社会人オーケストラとして東京を中心に自主運営活動を続けている。2026年に結成50周年を迎える。
1992年、USAコンサートツアーでは、フィラデルフィアおよびニューヨークのカーネギーホールで公演。日本を代表するジャズピアニスト山下洋輔とガーシュイン《ラプソディ・イン・ブルー》などを共演し、喝采を浴びた。1998年、ウィーン楽友協会大ホールにて日本をモチーフにした曲を紹介。2000年、北京・世紀劇院大ホールにてマリンバ奏者安倍圭子と共演し、指揮の大友直人とともに安倍の自作曲を紹介。2002年5月にはベルリン・フィルハーモニーホールにて、三枝成彰作曲のカンタータ《天涯》を大友直人指揮で海外初演し、「モルゲンポスト」紙などで好評を博す。2004年3月、レオンカヴァッロ作曲のオペラ《ラ・ボエーム》をトヨタコミュニティコンサートの一環として日本初演し、音楽関係誌で絶賛された。
2007年7月には小林研一郎指揮で第3回ヨーロッパ演奏旅行を実施。ハンガリー・ブダペストにてベートーヴェン《第九》、オーストリア・ウィーンにてマーラー《交響曲第2番「復活」》を演奏し、好評を博した。2009年7月、オランダ・アムステルダムのコンセルトヘボウ・サマーコンサートに招聘され、小林研一郎指揮でマーラー《交響曲第2番「復活」》を演奏。満席の聴衆からスタンディング・オベーションを受けた。2010年11月、三枝成彰団長の六本木男声合唱団倶楽部に同行し、イタリア・ミラノ大聖堂にて三枝成彰《レクイエム》を演奏。2012年7月、チェコのドヴォルザーク・ホールにて小林研一郎指揮のもと、チャイコフスキー《交響曲第5番》などを演奏し、スタンディング・オベーションを含む大喝采を浴びた。2018年9月には、チェコのスメタナ・ホールにて矢崎彦太郎指揮のもと、R.シュトラウス《ホルン協奏曲第1番》（独奏：カテジナ・ヤヴールコヴァ）、西村朗の作品などを紹介した。
2016年9月、開校した矢祭小学校の校歌（小林研一郎作詞・作曲）のお披露目会、2025年9月には開校10周年記念コンサートのため福島県矢祭町を訪れ、小学生や周辺地域の人々に小林研一郎の指揮でオーケストラ音楽を届けた。2017年11月、ポール・ラッシュ博士の生誕120周年を記念するコンサート（山梨県）に出演し、地域活動にも貢献している。
国内の主催公演では、ピアノの金子三勇士、山下洋輔、小山実稚恵、仲道郁代、パスカル・ドュヴァイヨン、ヴァイオリンの徳永兼一郎・徳永二男、大谷康子、千住真理子、山根一仁、チェロの宮田大、フルートの細川順三、工藤重典、ギターの荘村清志、声楽では森麻季、メゾソプラノのエレナ・オブラスツォワなど、多彩なアーティストと共演している。指揮者には、小林研一郎、下野竜也、矢崎彦太郎、飯森範親、大友直人、秋山和慶、カルロス・シュピーラー、小松一彦などを迎えている。
演奏会のライヴCDとして、マーラー《交響曲第2番「復活」》、同《交響曲第3番》、《エレナ・オブラスツォワとともに》、R.シュトラウス《英雄の生涯》（コンサートマスター：大谷康子）、ショスタコーヴィチ《交響曲第5番「革命」》をリリース。1998年には当時ベルリン・フィルのソロ・トランペット奏者であったコンラディン・グロート教授と共に、トランペットの名曲を満載したオリジナルCD《トランペット協奏曲》を、2004年にはベルリン・フィルのソロ・トロンボーン奏者オラフ・オット氏とのCD《トロンボーン協奏曲集》をカメラータ・トウキョウより、2012年にはドヴォルザーク・ホールでのライヴCDをオクタヴィア・レコードからリリースしている。

Philharmonic Ensemble Orchestra (hereinafter called “PEO”), established in 1976with the motto “A concert hall is an extension of the instrument” is an amateur,non-profit orchestra with no patrons. PEO will celebrate its 40th anniversary sincefoundation in the coming year.
To date, aside from performing concerts twice a year in Japan, mainly in Tokyo,PEO has performed a plethora of concert tours in the United States, the Republicof China and many European countries.
In 2012, PEO performed a special concert at Dvorak Hall in Prague and played the5th symphony composed by Tchaikovsky with Ken-ichiro Kobayashi.
In 2010, PEO held a charity concert at Duomo of Milan (Duomo di Milano) incombination with Roppongi Male Choir featuring Naoto Otomo and performedRequiem composed by Shigeaki Saegusa.
In 2009, PEO was invited to the summer concert at the Concertgebouw inAmsterdam and played the 2nd symphony composed by Mahler with Ken-ichiroKobayashi to a standing ovation.
In 2007, PEO succeeded the third European concert tour with Ken-ichiroKobayashi in Budapest and Vienna.
In 2004, PEO performed Opera “La Boheme” composed by Leoncavallo for the firsttime in Japan with the assistance of Toyota. It was loud with praise and review byseveral renowned Musical magazines and press.
In 2002, PEO performed Cantata ”Tengai” by the Japanese composer ShigeakiSaegusa featuring Naoto Otomo to a standing ovation at Philharmonie Hall inBerlin.
This concert received the highest praise from Berliner Morgenpost and othernoteworthy press.
In 2000, PEO held a concert at Beijing in China and performed Keiko Abe’s ”PrismRhapsody for Marimba and Orchestra” with the composer and others. Theconductor was Naoto Otomo.
In 1998, PEO held a concert at the Vienna Music Verein. In our program weperformed a work commemorating the events of Hiroshima along withcontemporary works by Toru Takemitsu, Austrian Composer Gerhard Truck(principal of Konservatoriums der Stadt Wien) and others. The program drew awarm response from the audience and helped to bring Japanese and Austrianculture closer.
In 1992, PEO performed works by the Japanese composer Minao Shibata based onthemes taken from classical Japanese literature, as well as works by GeorgeGershwin, featuring the renowned jazz pianist, Yosuke Yamashita to a standingovation at Carnegie Hall.
